 Strategic directions

Developing information and knowledge society is one of the strategic objectives, approved by the Government's Republic of Lithuania. This objective is related to the 2001 The European Council strategy and to the 2010 European Commission's Communication "Europe's digital agenda". In order to balance the development of information society processes, The Lithuanian Information Society Development Programme 2011–2019 was approved by decision No 301 of the government of the Republic of Lithuania dated March 16, 2011. It was developed as the horizontal planning document, linking objectives with institutions which implementing various tasks. The strategic objective of the Programme is to improve the quality of life for the Lithuanian residents as well as the business environment for companies through the use of the opportunities created by the ICTs and to increase the percentage of internet users in Lithuania to at least 85 by the year 2019. The information society must be developed on the basis of the following priorities:

-    enhancement of the Lithuanian residents’ ability to use the ICTs;

-    development of the electronic content and services and promotion of use thereof;

-    development of the ICT infrastructure.

Current situation

In Lithuania many residents use computer and internet every day. According Statistic Department, in 2010 residents used internet to:

-    declaring income taxes (39 percent);

-    banking services (59 percent);

-    transport (eg information about road conditions, traffic conditions, public transport and so    on.) related services (25 percent);

-    looking for professional or entertainment content;

-    communication.

According Statistic Department, in 2010 62.1 percent residents, aged 16-74, used computer and 60.5 percent used internet. The main internet users are young people. 94.2 percent persons, aged 16-24, were using internet.

However there are the target population groups which do not use a computer or the Internet or use them little. It is older people (in 2010 only 9,6 percent older peoples, aged 65–74, were using internet), rural area’s people (in 2010 only 40,7 percent had access to the internet), low income people, peoples with special needs.

E-content development

Public and administrative services

Public and administrative services’ transferring to electronic space has significant impact on the development of electronic content. In 2010 36 percent internet users, aged 16-74, interacted with public institutions and used public electronic services (hereinafter - e-services).

 According Statistic Department, in 2010 state and municipal institutions online were providing:

-    the first level e-services, that’s means that institutions online is providing information about performed functions and services (69,4 percent);

-    the second level e-services, that’s means that is possibility to download various forms (54 percent);

-    the third level e-services, that’s means that is possibility to return completed forms (11,6 percent);

-    the fourth level e-services, that’s means that is possibility for interactive communication (8,1 percent).

 E-Business       

According Statistic Department through the last years 28,7 percent companies purchased goods or services via the internet and 21,9 percent sold them via the internet. 65,2 percent companies had website.

The number of people who use internet for goods ordering or looking for information about them annually is growing. According Statistic Department in 2010 goods or services for personal purpose purchased or ordered 7 percent residents. 80 percents internet users were looking for information about goods or services.
