 The Government Transit Committee approved the Civil Aviation Strategy in the Liberalised Market Until 2015 (hereinafter referred to as the Strategy) in the meeting of 19 January 2006.

When drafting the Strategy, it was aimed to re-evaluate the goals and measures of the development of the Lithuanian air transport and ensure the competitiveness of the Lithuanian air transport sector by meeting the increasing needs in Lithuania and EU market of air transport services.
               It is expected that the Strategy will make preconditions for an effective air transport development, provide the possibilities for enterprises to converge and be competitive in the EU market, as well as integrate the Lithuanian air transport into the European multimodal passenger and goods transit framework.
Also, it is foreseen to improve the Lithuanian airports management system aiming to ensure the competitiveness of the country’s airports in the region and to adapt them to the dynamic macroeconomic conditions. With Lithuania’s accession to the EU, favourable conditions emerged for competition and the development of business contacts and air transport of passengers and goods.
The Strategy defines the mission of the air transport system of Lithuania – to create the conditions for the activity of civil aviation enterprises that would promote competition, qualitative provision of services for economically reasonable prices, ensure the safety and security standards for international passenger and goods transport and promote the social and economic development of the country.
The following major long-term goals of the Strategy of Civil Aviation of Lithuania are foreseen in the Strategy:
1.      Aiming to secure the possibility for the residents of Lithuania to use air transport services for economically reasonable prices, to create for air transport a business environment that would lead to competition.
2.      To achieve that until 2015 the part of the civil aviation sector of Lithuania in country’s GDP would make not less than half of the average of EU countries, which is 1 %. GDP.
3.      To integrate the air transport of Lithuania into the multimodal passenger and goods transit system of the country and Europe .
4.      To optimise the management system of Lithuania ’s airports with an aim to ensure the competitiveness of the country’s airports in the region and adapt to the dynamic macroeconomic conditions.
