The Strategy of Allocation of Radio Frequencies for Broadcasting and Transmitting Radio and Television Programmes sets out general principles of the use of radio frequency resources (radio frequency spectrum) for broadcasting radio and television programmes as well as the criteria of allocation of those resources to broadcasters and transmitters to ensure that the above resources would be used for the benefit of the public in a more efficient manner. This Strategy covers terrestrial analogue, digital, wideband and microwave multi-channel television wavebands allocated in accordance with the national frequency allocation table for broadcasting and retransmitting radio and television programmes but it does not regulate broadcasting and retransmitting over cable television networks.

The Strategy of Allocation of Radio Frequencies for Broadcasting and Transmitting Radio and Television Programmes is drafted taking account of the public needs and the development principles for 2003-2012. Pursuant to the Strategy and the principles laid down therein, the Communications Regulatory Authority in cooperation with the Radio and Television Commission of Lithuania drafts, approves and every 2 years specifies the strategic plan of the allocation of radio frequencies for broadcasting and transmitting radio and television programmes.

This Strategy is drafted following the recommendations of the International Telecommunication Union P.370-7, BT.417-4, BT.804, IS.851-1, P.1146, the Regional Agreement for the European Broadcasting Area concerning the use of frequencies by the broadcasting service in the VHF and UHF bands signed in 1961 in Stockholm (hereinafter referred to as the Stockholm 1961 Agreement), the Regional LF/MF Broadcasting Agreement, Regions 1 and 3, of the International Telecommunication Union signed in Geneva in 1975 (hereinafter referred to as the Geneva 1975 Agreement), Regional Agreement relating to the Use of the Band 87.5-108 MHz for FM Sound Broadcasting, Region 1 and part of Region 3, of the International Telecommunication Union signed in Geneva in 1984 (hereinafter referred to as the Geneva 1984 Agreement), the Special Arrangement of the European Conference of Postal and Telecommunications Administrations relating to the use of the bands 47-68 MHz, 87.5-108 MHz, 174-230 MHz and 230-240 MHz for the introduction of Terrestrial Digital Audio Broadcasting signed in 1995 in Wiesbaden (hereinafter referred to as the Wiesbaden 1995 Arrangement) and the Special Arrangement relating to the use of the band 1452–1492 MHz for the introduction of Digital Audio Broadcasting signed in 2002 in Maastricht.
