The Strategy for the Development of the Lithuanian Postal Sector for 2004-2008 was formulated taking account of changes in the global postal sector. The Strategy establishes the main objectives and targets for the sector for a five-year period.

Based on the sectoral SWOT analysis, strategic objectives of the national postal sector have been identified together with measures to achieve these objectives and criteria to evaluate progress achieved during certain period of time.
An analysis of the European postal sector has shown that Central and Eastern European states are characterised by a considerable postal service development potential. It is expected that integration with the EU structures and development of „non-conventional“ services (such as financial, logistical, retail, insurance etc. services) will have a positive impact upon Lithuanian postal sector. Development of the postal services market can be linked directly to economic growth of the country. It is forecast that sectoral growth rates should be in line with the GDP growth rates.
It should be noted that the Lithuanian postal sector development will be influenced by the Euro-integration and globalisation processes and IT development, therefore, in order to develop and maintain a viable and strong postal sector the legal framework for postal activities and market regulation is to be improved along with the resolution of issues affecting operation of State Enterprise Lithuania Post such as subsidies, legal status, optimisation of infrastructure, increase in efficiency of infrastructure utilisation etc.
